Discussion with representatives of the “Justice for Peace in Donbas” Coalition

post_debata_ukrajinciOleksii Bida, an activist from the Center for Audio-visual Art, was abducted in early May 2014 in his hometown of Luhansk. Members of pro-Russian forces unlawfully detained, interrogated and tortured him for hours. He was released the following day and left Lugansk immediately. Oleksii had previously organized and participated in a number of events in support of the unity of Ukraine. Apart from this engagement, he was not involved in politics nor did he take part in the conflict. This was only one of many instances of human rights violations committed in the territories under the control of pro-Russian forces in Ukraine.

Study visit from activists from Ukraine to the HLC

post_ukrajinciRepresentatives of the ‘Justice for Peace in Donbas’ Coalition, comprising several human rights organizations from East Ukraine, began their study visit to the Humanitarian Law Center (HLC) on Monday, May 11th, 2015. The organizations comprising the ‘Justice for Peace in Donbas’ Coalition have been working intensively on gathering and documenting information on human rights violations and on advocating the rights of the victims of the conflict currently ongoing in the east of Ukraine. Owing to the armed conflict, most of them have been forced during the past year to leave Luhansk and Donetsk and to continue working on documenting human rights violations in the refuge.

History textbooks in post-conflict societies: Education for reconciliation?

On Friday April 24th, 2015, the Humanitarian Law Center (HLC) held a conference History textbooks in post-conflict societies: Education for reconciliation? The HLC’s aim was to contribute to the debate on the role of education in the process of dealing with the past and overcoming its heavy legacy, and the actualization of the issue to do with the contents of history textbooks regarding the wars and war crimes committed on the territory of the former Yugoslavia during the 1990’s. Experts in the fields of history, political studies, law, sociology, and philosophy, many of whom have already made their contributions to the analysis of the content of history textbooks, were invited. The participants were invited to offer their answers to the problem of how historiography today values the judicial facts about war crimes, why most of the textbooks ignore these facts, which historical sources are relevant for the wars waged during 1990’s, and what the role of the voluminous material now available about war crimes, collected by the International Criminal Tribunal for the Former Yugoslavia (ICTY), might be in the creation of a common historical memory of all societies in the former Yugoslavia.

The HLC’s comments relate to the development of measures from the Action Plan for the purpose of creating conditions for a more comprehensive prosecution of war crimes and protection of victims’ rights.

HLC receives award for fight against discrimination

nagrada_2014The Humanitarian Law Center (HLC) has received an award for its contribution to the fight against discrimination during 2014. The award is given by the Coalition for the Fight Against Discrimination as an acknowledgment of individuals, organizations, institutions, companies, and media, who have made the greatest efforts in the fight against discrimination against minority and marginalized groups during the year, or who have contributed to the development of the equality of all citizens in Serbia.

A Model of the Law on Civilian Victims of War Presented

post_model_vestThe Center for Advanced Legal Studies (CUPS) and the Humanitarian Law Center (HLC) presented on April 17, at the Media Center in Belgrade, a Model Law on the rights of civilian victims of human rights violations committed during and in connection with the armed conflicts in the period 1991-2001 (the Model Law). The presentation was attended by representatives of associations of victims and victims’ family members, NGOs, the media, the EU Delegation to Serbia, embassies and international organizations, the Office for Human and Minority Rights, the Office of the War Crimes Prosecutor and the Democratic Party.

HLC Sends Report to UN Committee Against Torture on Situation in Serbia

Logo_hrcThe Humanitarian Law Center (HLC) sent a report to the United Nations Committee Against Torture (Committee) on March 27th, 2015, relating to the situation in Serbia in this field and the progress made since the previous report submitted to the Committee in 2008. In its 54th session, scheduled to take place over the period April 20th to May 15th, 2015, the Committee will discuss the second periodical report by the Republic of Serbia on the application of the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (Convention).
