On November 20th, 2014, it will be 23 years since the crime at the “Ovčara” farm near Vukovar was committed. In this incident, members of the Serb Radical Party volunteer units under the control of the Yugoslav Peoples Army (JNA) executed 265 Croat civilians and prisoners of war. The bodies of 48 of the victims have not been found to date.
The third Regional School of Transitional Justice was launched today in the library of the Humanitarian Law Center (HLC). The ten-day education programme on mechanisms of dealing with the past is being attended by 25 students, young professionals, scholars, and human rights activists from Bosnia and Herzegovina, Kosovo and Serbia. The School is organized by the HLC, the Pravnik (Lawyer) Association from Sarajevo, and the Humanitarian Law Center Kosovo.
The fourth consultation session for the production of the Draft Strategy for the Prosecution of War Crimes in Serbia was held Monday November 17th, 2014, in the Library of the Humanitarian Law Center. The meeting was dedicated to the possibilities of applying command responsibility and crimes against humanity committed during the 1990s.

On Thursday, November 6th, 2014, in the Library of the Humanitarian Law Center (HLC), the third consultative session regarding the Draft Strategy for the War Crimes Trials in Serbia was held. The meeting was dedicated to the topic of protection of witnesses and victims of war crimes.
The Administrative Court in Novi Sad rendered a judgment on October 22nd, 2014, dismissing the lawsuit filed by the Humanitarian Law Center (HLC) against the Provincial Secretariat For Health, Social Policy and Demography (Provincial Secretariat), because they refused to grant the status of civilian invalid of war to A.S. from Vojvodina, whom JNA soldiers had attempted to kill at his job in September 1991 not far from Apatin. In view of this judgment by the Administrative Court, the HLC will file a constitutional appeal with the Constitutional Court of Serbia.
