HLC implements various initiatives to preserve the societal memory of civilian war victims.

It organized the first public testimonies of war crime victims, where survivors from all parts of the former Yugoslavia shared their experiences. It displayed a series of exhibitions dedicated to judicially established facts about the past and everyday life in war-affected areas. It co-produced the documentary film “Depth Two,” directed by Ognjen Glavonić, about the concealment of Albanian civilian bodies in mass graves in Serbia.

HLC held a series of public lectures dedicated to factual findings about crimes committed in Kosovo, Croatia, and Bosnia and Herzegovina.

HLC established its “Memorialization” program in 2019. This program opposes the public discourse on the wars, which ignores the systemic nature of human rights violations during the 1990s wars and marginalizes the perspectives of victims. Through this program, HLC develops fact-based initiatives, provides informal education, disseminates judicially established facts about the wars, and monitors and analyzes memory politics in post-Yugoslav states.
