HLC supports and strengthens the prosecution of war crimes, enables victims to engage in criminal proceedings, and assists them in exercising their right to reparations. HLC also informs and raises public awareness about the necessity of ensuring accountability for committed crimes.

HLC has been monitoring and analyzing trials for over 20 years, since the first war crimes proceedings before courts in Serbia and informing the public through regular daily and annual reports.

HLC provides legal assistance and represents victims in cases before Serbian courts. It also provides logistical support for victims to be able to attend the trials.

HLC assists victims in claiming compensation for damages resulting from unlawful actions by state authorities during armed conflicts, as well as in administrative procedures for obtaining reparations, including the status of civilian war victims.

HLC also actively works on identifying war criminals by researching its own, as well as the ICTY’s and IRMCT’s archives and documentation and other public sources. Based on investigations and analysis, it compiles dossiers on individuals and units with documented suspicions of violating international humanitarian law and files criminal complaints against them.
