Based on the Law on Personal Data Protection (“Official Gazette of the RS,” No. 87/2018) (hereinafter: LPDP), the Humanitarian Law Center Foundation (hereinafter: HLC), Braće Jugovića 2a, Belgrade, Serbia, registration number 06421458, on March 31, 2025, adopts the following document:

Purpose of the Cookie Policy

Article 1

This document aims to ensure compliance with the principles of personal data processing, particularly transparency regarding the use of cookies on this website.

This document is used in conjunction with the Website Terms of Use and Privacy Policy and is fully aligned with them. Still, it regulates a separate area, explicitly setting out the rules for using cookies.

Cookies

Article 2.

“Cookies” are small text files that websites exchange with users’ devices to remember their activity on the website.

Cookies are categorized as:

  • Temporary (session cookies) – stored only during the user session, i.e., until the user closes their browser;
  • Long-term (persistent cookies) – stored for a specific period or until the user manually deletes them from their browser.

Cookies generally do not contain information that can identify a specific person, but personal data stored by the website owner may be linked to information stored and obtained from cookies.

Where personal data is contained in cookies, the same rules and conditions set forth in the Privacy Policy apply.

These files are stored in the user’s browser (device) and allow the website or third parties to recognize the user, making the next visit easier and the service more useful.

Article 3.

The Cookie Policy applies to all website users.

Consent to Data Processing via Cookies

Article 4

The user can consent to the use of cookies in two ways:

  • Explicit consent – by clicking on the “I Accept the Cookie Policy” option;
  • Implied consent – if the user does not accept the previous option but continues to use the website, given that the site cannot be technically programmed not to collect data, it will be considered that the user has accepted this Cookie Policy.

Types of Cookies

Article 5.

Cookies are categorized into the following groups:

  • Necessary cookies – contribute to the regular use of the website by enabling essential functions such as page navigation and access to secure areas. The website cannot function properly without these cookies, which are essential for our online service. These cookies may also be used to fulfill legal obligations. Necessary cookies are session cookies and are stored until the browser is closed.
  • Non-essential cookies – all cookies that are not classified as necessary, for which user consent is required.
  • Third-party cookies – in certain cases, HLC uses third-party cookies provided by other entities.

Necessary cookies include:

  • Identification cookies – allow user identification when logged into a personal account and last as long as the session;
  • User-input cookies – allow the website to track and remember user input when filling out online forms during the session or longer;
  • User interface customization cookies – allow users to save preferred language and/or font settings during the session or longer.

Non-essential cookies include:

  • Analytical cookies – help us improve website performance and services based on user activity on the website.

Third-party cookies include:

  • Analytics/performance cookies – set by Google Analytics, Matomo, and AWstats. These cookies track how users interact with the website by collecting information on clicks, time spent on the site, visited pages, visit frequency, browser used, and whether the user visits third-party websites. This information is transmitted to Google Analytics. The received feedback is used exclusively to improve the website. Statistical and analytical data are valuable tools for providing better products/services to users and for making more accurate business predictions. Google Analytics cookies will identify users as unique visitors to the website. They can only be used by Google (for more information, visit Google Analytics Terms of Use and Google Privacy Policy). When returning to the website, your browser allows you to turn off cookies and stop Google Analytics from recognizing your personal user account. Google Analytics cookies stored on user devices can last up to two years.
  • User experience cookies – used to enhance user experience by prioritizing issue resolution related to content or accessibility. A social media feature and/or plugin may be added to the website, allowing users to connect with a selected social network. Social networks include third-party platforms such as Facebook, LinkedIn, Twitter, etc. Social networks may place cookies through this website that can be used to enhance user profiles on the social network or otherwise contribute to data stored for purposes stated in their privacy policies.

Managing Cookies

Article 6.

Upon the first visit, a notification appears informing the user about cookies and the terms of use. The user can choose to accept all cookies or only the mandatory ones related to session status and language settings.

Each user can block unwanted internet activity.

All cookies already stored on the user’s device can be deleted, and the browser can be configured to prevent their storage.

Some website services or functions may not work if certain cookies are deleted or blocked.

Changes to the Cookie Policy

Article 7.

HLC reserves the right to amend the Cookie Policy at any time.

If this document significantly changes its essential provisions, all users will be notified and will have the option to accept the newly revised document upon their next visit to the website.
