In addition to providing material compensation to victims of human rights violations, states are also obliged to make symbolic gestures aiming at providing the victims satisfaction which may include: an official declaration restoring the dignity, the reputation and the rights of the victim and of persons closely connected with the victim; public apology, including acknowledgement of the facts and acceptance of responsibility; and, commemorations and tributes to the victims.
HLC continues to call on the state institutions of Serbia to restore the dignity of the victims by unequivocally acknowledging and accepting responsibility for the crimes committed in the name of the Serbian state and people during the armed confilcts in the former Yugoslavia in the 1990s.
