The fall of the Milošević regime opened a new chapter in the relations between civil society and the state. Namely, for a short time the new government’s machinery absorbed large parts of the human capacities that came directly from non-governmental organizations and other parts of civil society. The state machinery took over dozens of systems and legal solutions prepared by representatives of non-governmental organizations in the period after Milošević. Therefore, despite certain minor and major deviations, for this period of time it can be concluded that the relations between the state on the one hand and civil society on the other made positive progress....
