Coordination group
Statute of the Coordination Group for Establishing Regional Commission on Truth-seeking and Truth-telling About War Crimes in the Former Yugoslavia
  
 
Article 1
 
The Coordination Group for Establishing the Regional Commission for Truth-seeking and Truth-.telling About War Crimes in the Former Yugoslavia [hereinafter referred to as the Coordination Group] coordinates activities aimed at establishing of the Regional Commission for Truth-seeking and Truth-telling About War Crimes in the former Yugoslavia [hereinafter referred to as the Regional Commission].
The Coordination Group assembles 9 (nine) members, with possibility of appointing new members. The maximum number of the Coordination Group members is 15 (fifteen).
 
Article 2
 
The Coordination Group consists of three members appointed by organizations founders of the Coalition (Documenta – Zagreb, the Research and Documentation Center – Sarajevo, and the Humanitarian Law Center – Belgrade) [further referred to as the founding members] and six invited members, with possibility of appointing new 6 (six) members
Invited members are elected upon invitation of all three founding members prior to the Coordination Group’s founding session.
The mandate of the members of the coordination group lasts until the Regional Commission is established. The mandate could be extended should the Coordination Group make such decision.
 
 
Article 3
 
The Coordination Group has the following powers:
 
• It appoints the Chairman of the Steering Board among its members;
• It establishes and takes active part in activities of the workgroups;
• It supervises and controls the work of the workgroups;
• It adopts the Map of the Road and documents of the workgroups;
• It adopts basic documents, strategies and projects of the workgroups;
• It appoints and dissolves the Secretary of the Coordination Group;
• It discusses the responsibilities of the workgroups and revokes them;
• It organizes Forums, consultations, and other activities;
• It undertakes all other activities necessary for normal operation of the Coalition.
 
Article 4
 
The Coordination Groups has regular meetings every 6 (six) weeks.
  
Article 5
 
The Coordination Group can organize extraordinary sessions if necessary.
Any of the founding members or 2 (two) invited members have the power to convey extraordinary sessions.
The Secretary of the Coordination Group schedules extraordinary sessions.
  
Article 6
 
The Coordination Group makes valid decisions with the qualified majority of the Coordination Group members, 2 (two) of whom must be the founding members.
A decision is considered adopted when majority of the present members, including two out of three founding members, votes in its favour.
 
Article 7
 
In its sessions, the Coordination Group works upon the set agenda.
Agenda is adopted at the beginning of each session in a procedure prescribed for adoption of other decisions.
All members of the Coordination Group can propose agenda and agenda points. Voting for each of the agenda point proposals is conducted separately.
 
Article 8
 
All members of the Coordination Group can discuss all agenda points scheduled for the session.
Presiding members of the Coordination Group rotate.
 
Article 9
 
The Coordination Group has a Secretary.
The Secretary of the Coordination Group is appointed upon proposal of the Coordination Group members.
Mandate of the Secretary lasts for 2 (two) years.
The Secretary has the following powers:
• He/she takes minutes of the Coordination Group sessions
• He/she prepares documents for the Coordination Group sessions.
• He/she technically and logically prepares Coordination Group sessions.
• He/she informs the Coordination Group members on the Coordination Group conclusions and decisions.
 
 
Article 10
 
Amendments and addenda to this Statute can be made in a procedure identical to the procedure prescribed for adoption of the Statute.
 
Article 11
 
Membership in the Coordination Group terminates voluntarily, in the case of member’s death or upon the decision of the Coordination Group due to poor performance of duties.
