HLC seeks to increase its ability to influence Serbian institutions, and encourage them to re-establish the rule of law through justice for the victims and perpetrators.
HLC analyzes ICTY court documents, such as 92bis witness statements, and witness testimonies in trial transcripts from selected cases in order to identify alleged perpetrators of war crimes. These documents contain details of persons and their involvement in war crimes, either ordering them or carrying them out. In nearly all cases, no investigations have been conducted into these allegations, nor indictments raised.On the basis of the analysis, HLC compiles dossiers of alleged perpetrators which it may submit to the Office of the War Crimes Prosecutor in Serbia together with requests to open investigations into the alleged perpetrators detailed in the dossiers, or to the Defence or Interior Ministries with requests to confirm whether the alleged perpetrators still hold functions within these state organs.
In 2006, HLC led a successful campaign which culminated in removal from office of the Head of the Police War Crimes Investigation Unit and one of its investigators due to their compromised status. Both had occupied positions with the Ministry of Interior during the time of the armed conflict in Kosovo when they knew or should have known about the crimes that were being committed and failed to prevent or report them.
